The brief

An organisation spending donated money carries a reporting duty an ordinary business does not: every rupee out should be traceable to a category and to the person who authorised it. Salary sheets are prepared and then approved as a separate step by a separate role, and money issuance leaves a notification trail — so the audit question is answered by the system rather than reconstructed from memory.
